was founded by Laura Lewis and Kimball Young, experienced
and respected municipal bond professionals. Since
founding the firm, Scott Robertson and Jason Burningham
and other experienced professionals have joined.
Together the firm's employees present many decades
of municipal finance experience and expertise.

Ms. Becker joined Lewis Young Robertson & Burningham, Inc., in
2005 as a Senior Consultant/Vice President. For the past 12 years, Ms. Becker has specialized in economic consulting and planning
including fiscal impacts analysis, economic development, strategic planning, real estate development, redevelopment, facilities assessment/space
utilization, NEPA documents, transportation and land use planning, and feasibility/market studies. She has worked with some of the largest
development transactions in the State of Utah, including the Kennecott Daybreak development and Geneva. For the past ten years, Ms. Becker
has served as economic development advisor to the Utah Main Street program. She received a Bachelor of Arts degree from Brigham Young
University and a Master's of Business Administration, with an emphasis in Finance, from the University of Utah. |

Jason
W. Burningham, Principal. Prior to his association with LYRB,
Mr. Burningham was a lead analyst of municipal securities
at Kemper Securities Inc. He was responsible for the financial
structuring and coordination of tax-exempt financings. He
provided analysis of economic and financial options and cost
analysis of each. He joined LYRB as an officer in 1995. Since
that time, Mr. Burningham has structured and coordinated over
50 municipal transactions including general obligation, revenue,
lease revenue, equipment lease purchase and special service
district bonds. Mr. Burningham is a Registered General Securities
Representative. He received his Bachelors Degree in Finance
from the University of Utah.

Justin T.
Carlton, Analyst. Mr. Carlton joined LYRB in July of 2002. His
primary responsibilities include assisting in the collection
of data for impact fee analyses and user rate studies, creating
interactive spreadsheet models, collecting information and drafting
and editing the written portions of the analyses and studies.
Mr. Carlton will graduate from the University of Utah in December
2002 with a Bachelors Degree in English. |

Elise Christensen, Analyst. Ms. Christensen joined the firm
in August of 2001 as a quantitative analyst, supporting the
financing and consulting efforts of LYRB. She has worked primarily
in the areas of impact fee studies, debt service calculations,
and cash flow analysis, while also assisting in the preparation
of ratings presentations and various other support roles as
necessary. During her time at LYRB she has worked on nearly
twenty consulting projects. Ms. Christensen received a Bachelors
Degree in Finance from the University of Utah in May, 2001.

Naomi J. Coons, SID Administrator. Mrs. Coons joined LYRB in
August of 1998 as Administrative Assistant. Her duties involved
providing administrative support to the principals as well as
preparing various documents and presentations for a number of
municipal bond issues. Since early 2000, Mrs. Coons has worked
in the capacity of SID (Special Improvement District) Administrator.
As SID Administrator she works closely with the respective municipality,
developer and title companies as well as various other involved
parties to oversee the payment and collection of SID assessments,
calculation of SID prepayments, calculation of annual SID installments,
and other necessary functions. She currently administers eleven
separate Special Improvement Districts varying in size and representing
among others; Eagle Mountain City, Tooele City, Bluffdale City
and Lindon City. Mrs. Coons received her bachelor's degree in
History from Utah State University in June 1998.

Cody
Deeter, Analyst / SID/RDA Administrator. Mr. Deeter joined
LYRB in July 2005. His primary focus has been fiscal impact
modeling and feasibility studies. Mr. Deeter has created interactive
fiscal impact models for Logan City and Alpine School District
as well as an Annexation Feasibility study for Holladay City.
Mr. Deeter will also transition into the SID/RDA Administrator.
Mr. Deeter has interned for the US House Resource Committee,
the Utah House of Representatives, and the Utah State Tax
Commission. He graduated with a B.S. in Political Science
from Utah State University in 2002 and an MPA from the Romney
Institute of Public Management at BYU in 2005.

Marc R.
Edminster, Vice President. Mr. Edminster joined LYRB in 1999.
Prior to joining the firm, he was a Vice President in the
Corporate Trust Department of Zions First National Bank for
over 12 years. He served as Trustee on over $150 million of
municipal bond issues. His responsibilities included investing
bond proceeds and administering the terms and conditions of
the bond documents throughout the life of the bonds.
Since
joining LYRB, Mr. Edminster has worked with many of the municipal
bond issuers in Utah and has experience with a wide variety
of bond structures, including sales tax revenue bonds, lease
revenue bonds and special assessment bonds. Additionally,
he has successfully worked on numerous bond elections. Mr.
Edminster is a graduate of the University of Utah holding
both a bachelors Degree in Economics and an MBA. Mr. Edminster
is a Registered General Securities Representative.

Stephanie
Gibson, Administrative Assistant. Ms. Gibson joined LYRB in
September, 2004 as Administrative Assistant to the office
staff doing general office duties and projects.

Molly Hickcox, Administrative Assistant.
Ms. Hickcox joined LYRB in September 2005 as an Administrative
Assistant to the Consulting Group. Prior to joining LYRB,
she was the account manager/billing manager for CirclePix.com,
a busy Internet company. At CirclePix.com, she maintained
procedures for managing all contracted accounts, executed
monthly billing for clients, and was responsible for all daily
financial processes. Ms. Hickcox received her Bachelors Degree
in Psychology from Brigham Young University.

Lisa Johansen, Executive
Assistant. Ms. Johansen joined LYRB in April, 2002 as Executive
Assistant to the three Principals. Her main duties are to provide
support to Laura, Scott and Jason in their management and client-based
functions. Prior to LYRB she was with the Utah division of UnitedHealthCare
where she directed marketing and sales support, including all
new and renewal sales activities and productions flow, was involved
in development of relationships between company and divisions,
and oversaw development of promotional programs and presentations. |

Laura
D. Lewis, Principal. Since founding LYRB in 1995, Ms. Lewis
has served in the capacity of Financial Advisor on over $400
million in tax-exempt and taxable municipal bond transactions
for numerous local governments in the State of Utah. Of the
largest twenty-five cities in the state, she serves as financial
advisor to West Valley, Orem, St. George, Layton, South Jordan,
American Fork and Cedar City. She has successfully structured
some of the most creative transactions involving multiple
local governments and recreation-related issues including
the Washington County - St. George Interlocal Agency transaction
to fund the Dixie Convention Center and Museum, the 'E' Center
in West Valley and the West Valley Family Fitness Center.
Prior
to founding LYRB, Ms. Lewis was Vice President of Public Finance
at Kemper Securities from 1989 through 1995. She also managed
the Utah Public Finance Department from August 1992 through
June 1995. While at Kemper she was instrumental in the initial
structuring of the $262 million Utah Municipal Pooled Loan
Financing Program (MFA) and served as either lead banker or
co-lead banker on all seventy-three financings completed through
the program.
Ms.
Lewis is a native of Utah. She earned a Bachelors Degree in
Business with an emphasis in Finance from Westminster College.
Ms. Lewis is a Registered General Securities Principal and
Registered Representative.

Matthew T. Millis, Analyst. Mr. Millis joined LYRB in February
of 2000 in the capacity of quantitative analyst and to date
has contributed to over forty-five projects including tax
increment analysis, user rate studies, debt service calculations,
financial model creation, database management, impact fee
studies and cash-flow analysis. Mr. Millis has worked primarily
in a quantitative support role for Mr. Burningham and has
assisted in several impact fee studies by creating quantitative
models and analysis used to derive impact fees for a full
range of areas of capital improvements including Transportation,
Fire, Police, and Parks and Recreation projects. Mr. Millis
received a Bachelors Degree in Economics from the University
of Iowa in December 1999. Mr. Millis is a Registered General
Securities Representative.

David
Robertson, Analyst. Mr. Robertson began his experience in
the bond business in 2000 when he started working for Lewis
Young Robertson & Burningham, Inc., helping on general
office projects. To gain a broader base of experience, he
worked at Ballard Spahr Andrews & Ingersoll, LLP in the
Public Finance sector for just under a year beginning in July
2001. He left Ballard Spahr for Washington D.C. where he worked
as an intern in the office of Congressman Chris Cannon, 3rd
District, Utah. Upon returning from Washington DC, he again
joined LYRB as a quantitative analyst. Mr. Robertson's responsibilities
include running debt service calculations, creating interactive
spreadsheets, and collecting data for projects, while also
assisting in support roles as needed. He earned a Bachelors
Degree in Russian with a Minor in Business at the University
of Utah. Mr. Robertson is a Registered General Securities
Representative.

Scott
J. Robertson, Principal. Mr. Robertson began his investment
banking career in Denver, Colorado in 1971 at Coughlin &
Company, where he became manager of Municipal Finance. At
Coughlin, he originated general obligation, utility revenue
and refunding transactions. In 1982, he joined Kirchner Moore
& Co., Denver. He subsequently opened and managed public
finance offices for Kirchner and Dougherty Dawkins, Inc. in
Salt Lake City. At Dougherty, he was a member of the Board
of Directors. He has underwritten approximately one billion
in general obligation, revenue and refunding bond issues during
the past ten years. Mr. Robertson has previously served on
the Board of Trustees for the State and Institutional Trust
Lands Administration and as Chairman of the Utah Public Education
Foundation. He currently serves on the State and Institutional
Trust Lands Permanent Fund Advisory Committee. He holds several
securities licenses including Registered General Securities
Principal.
